— avisou Marina. — São vinte vizinhos com sono.

The notice in the lift said: extraordinary general meeting, Tuesday, eight in the evening. The subject was the building's rubbish, always scattered across the pavement. The same scene played out every Tuesday: torn bags, a happy dog, a furious neighbour. Within the building, that had been lift conversation for two years. Rafael had a thesis ready and three nights of study behind it. He wanted to propose recycling collection and a simple cupboard in the garage. He thought the whole issue was simple and that nobody had ever stopped to think about it. — It's not a written exam, you know — warned Marina. — It's twenty sleepy neighbours.

Rafael pediu a palavra e sentiu a boca secar.

Rafael asked for the floor and felt his mouth go dry. — In the first place, it is undeniable that the problem has got worse this year. — Since the bags are left open, the smell takes over the whole street. — Given the January heat, the situation is likely to get worse. — Furthermore, this is a matter of public health, not merely of appearance. — It is plain to all that nobody here enjoys dodging a burst bin bag on the pavement. — In light of this, I propose separating the recyclable material in here. He spoke for four minutes, with solid grounding, barely stammering.

A assembleia riu, concordou e adiou a votação.

Then seu Ivo raised his hand, in no hurry at all. — My boy, I've lived here for thirty-two years. — That won't catch on: the lorry mixes it all up in the end. He observed, with the calm of a man with time to spare, that they had already tried it in 2009. — Everybody gets excited, and in three months it all goes back to how it was: a backslide. He brought no data, cited no reliable source, proved nothing. He brought common sense, which in that room weighed more than any evidence. The meeting laughed, agreed and postponed the vote.

Rafael went up in silence, annoyed at the rebuttal he hadn't managed. — He won with a hasty conclusion — he complained. — He didn't argue, he just remembered. — And remembering convinces — said Marina. — But you have a month. He spent the weeks chasing numbers: he rang the cooperative, he spoke to the council. At the depot, dona Cleide explained the routine of someone who lives off sorting other people's rubbish. The precariousness of that work would not fit into any pretty chart. Rafael understood that those families' social vulnerability was not an essay topic: it was a Tuesday. Social exclusion began on the very pavement where he complained about the smell. Nothing perpetuates a problem like the comfortable certainty that it has no solution. At the council, he discovered there was public funding sitting idle for exactly that kind of project. He also discovered that the public authorities love a written request, with a reference number and a stamp. Between the building's garage and the cooperative's depot there was a social chasm ten blocks wide.

Meanwhile, the building's group chat was boiling over. Somebody sent a voice note saying that recycling collection had ended across the whole country. The disinformation went round faster than any council leaflet. The voice note was from 2017, from another city, and nobody checked a thing. — The algorithm serves up what we already want to hear — said Marina, a teacher even at dinner. — Everyone lives inside their own filter bubble and thinks it is the whole building. She taught digital literacy to teenagers and saw the shortfall every single day. — And it is not an age gap — she said. — Seu Ivo checks his source; my fifteen-year-old student doesn't. Rafael answered in the group calmly, without irony, and attached the official collection calendar. That was when he understood that awareness-raising is manual labour too, done one message at a time.

The following Tuesday, he arrived with printed folders for every resident. — However, the data indicate that the recycling collection comes here on Thursdays. — The city's legislation already requires the building to separate the material. — The volume of our rubbish has been rising for three years, whereas the number of residents has fallen. — On the other hand, the building on the corner has already halved its volume. — Above all, every extra kilo brings a cost for all of us in the monthly fee. — Given that the cost is zero, one may affirm that we lose little by trying. — Insofar as the funding already exists, postponing saves us nothing.

Ressaltou a contradição: todos reclamavam do cheiro e ninguém mudava nada.

The aggravating factor, he said, was that half of it wasn't even rubbish. — The relevant question is not whether it works, but who takes the trolley down on Thursday. — Nothing here solves the problem on its own, but separating the glass already reduces the chance of somebody cutting their foot. Three residents confirmed the lorry's timetable, which backed up his spreadsheet. — A notice by the front desk can foster the habit better than any speech of mine. He stressed the contradiction: everyone complained about the smell and nobody changed anything. — Postponing again means choosing the smell at the expense of ten minutes' work. — Consequently, I ask for a vote today — he concluded, his voice steady. The gap in his neighbour's counter-argument was simple: there were two lorries, on different days.

Seu Ivo read the whole folder, glasses on, in silence. Even so, when it came time to vote, he raised his hand along with the others. It passed by two votes, which is no triumph at all. And so the cupboard arrived the following week, slightly crooked. Seu Ivo turned up in the garage with a drill and straightened the shelf without asking permission. — If it's going to be done, do it properly — he grumbled, and nobody argued with him. Dona Rosa stuck a poster made by her grandchildren on the wall, with a drawing of a bottle and paper. In two months, the volume dropped by a third, and nobody mentioned the subject in the lift again.

— Ganhou pela evidência? — perguntou Marina, no elevador.

— Did you win on the evidence? — asked Marina, in the lift. — I won because dona Rosa thought I speak nicely. — And because seu Ivo likes a drill more than he likes a meeting — she added. — In short — she said — you won on common sense. Rafael wrote the whole thing up that night, in four paragraphs, as an exercise. Marina read it, laughed twice and wrote in the margin: “good thesis, rushed conclusion”.
